As players furiously are clicking in BotE, and trying to rapidly make choices in the first 400 turns, chances are high they will hold down the construction queue too long on a colony or homesector and the automatic construction will engage.
To turn it off, you hold down on the queue again.
It confuses people and is not really discussed well.
Much of the first 400 turns is repetative clicking to preset the empire, then begin slowly making changes to maximize money and resources and construction in specific ways that deviates from this method.
