Each major race makes their own troops. As you will see, the Cartare are seriously stronger when they make their best ground invasion troops at the top two levels.

This means to make those better units, you would have to conquer them, which is ordinarily problematic due to their ridiculously high intelligence agency ability.

In my opinion, a balanced BotE would have a path where given adequate research, natural resources, money, and time, even the Heyoun could make those kinds of units...it just would require a rather significant amount. This way besides innate ability, by investing a tremendous amount in research, there is a mechanism leading to potential success.

This particularly seems unfair to the Khaoran who should be the most gifted militarily, yet are not and become whipping boys.

Pay special attention to the effect on morale when it is < 100 as some boost troops boost morale. And note that the continued occupation when the morale in that sector is >100, then occupation has a negative effect due to the carousing effects of soldiers.

Players aren't stupid so consistently want to play the Cartare and reject playing the Khaoran because it is wildly unbalanced.

In my advanced turn#400 game as the Omega, the only reason my 256 inhabitated sector empire is attacking the Cartare 37 inhabited sector empire is due to their superior combat troops. If I don't take those systems, some other empire will.

The Omega maxed out on tech by turn #300. Yet they can't make better troops. That seems weird to me. If the Omega had this unlock above level 14 tech, I wouldn't even attack the Cartare.

I also think most players would enjoy 5 more troop types by continuing to do research too. I want to modify this so even the weakest military, the Heyoun, could eventually after spending a enormous amount, could create great military units.

The Khaoran should be scary to fight every time, but instead they get crushed largely due to sabotage.

Realistically in battles you have countermeasures and defenses and offenses. So yeah, an assault helicopter can annihilate ground troops...until those ground troops have RPGs.

You ideally want mixed units, not all over level 6 units to show tactics are going on.

The best Khaoran units are their Kha'rec Special Forces.
Kha'rec elite warriors are the ultimate special forces of the Khaoron Empire. They are intensively trained for many tasks and particularly successful and efficient.

With well designed infrastructure created in a logical manner, then my Omega sectors can make one level 6 unit per turn. And they have millions in the treasury and tremendous natural resources, so will always make level 6 units. I would rather it not be so simplistic.

Starship combat actually gains benefits (attacking bonuses) from mixed fleet composition.
