After a successful invasion, then the minor race will be very unhappy at being subjugated and knowing their fate. So you can garrison troops there for a time and this raises their attitude toward 100.

BUT and this is crucial,just like any garrisoned town, then soldiers are a rowdy bunch and so their presence is unwelcome by pacified citizens, right? They get in fights, use drugs, visit brothels, date the locals, etc. You don't want to leave troops directly in systems other than maybe home systems,but transfer them to transports so they are ready to join a flagship protector of the transports, and so work in conjunction with ground bombardment.

Having troops will meddle with your morale in that system. But the Omega have an internment camp, and they get training from being in a system with an internment camp. You could rotate them, but it sure looks like the longer they stay, the higher the experience. Thus this explout can turn green troops into fierce bloodthirsty savages.

The most important aspect regarding pacification is to improve the lives of the minor race's people so their homesystem is productive. They chose to declare war because you invaded their system and they took umbrage at this. Well, if someone entered your home, you would too.

BotE is based on conflict as there is no hailing system, but you just navigate across systems and therefore run into the minor race living there. Never just enter a system, as the programming thinks you are starting an invasion. There has to be enough space that you click such that you are going across, therefore it was an "happy accident" that you entered their system.

You send a scout as it has no offensive capabilIties. Ideally, weak scouts would always be available, or a hailing system would contact the minor race outside their declared system so are not threatening anyone.

See the post in the general topic in which I explain how HUGE 20 light years truly is. In real life 95% of 20 light year sectors would be empty space time but there might be dozens of solar systems in that sector and no one could say the entire sector belonged to them, much less some minor race dwelling on one planet, perhaps four, in one solar system.

For all we know, in the multidimensional theory of astronomy, a creature could live at the fifth dimension, and we wouldn't have any idea they existed unless they crossed into our 3d space plus time existence. They would be at right angles to our existence just as a 2 dimenstion being could not perceive a 3 dimensional human being who also lives in dynamic time.

But this is what we have as there is no hailing system. You see, I would prefer a general communication and then send people to visit so they don't feel threatened by just barging in.

Once they are upset, and declared war, then conflict is inevitable. But why not offer gifts and try inexpensive diplomatic solutions first?

BILLIONS will die. Imagine if that was the Earth. There never would be pacification in reality.

But in BotE, by making a series of gestures that improve the economy and morale, then after many turns, things improve. All people want self-determination.

It would be far better to aim for neutral responses than wild swinging of enthusiasm and hatred because of minor race's ethos.

You would spend trillions to wage war when it's better to improve their lives so they join in membership. So really this is a modding issue of adjusting minor and major race data, buildings and modifiers, and war as a last resort.

If all races could colonize, then BotE would be quite different and every new colonization would be a threat to everyone as there would only be 40x40 planetary systems. That's why playing with six empires is too crowded. There are a huge number of potential planets in the Milky Way on the order of 40 BILLION! You see, it's a false dilemma not based on reality even if there are a million types of extraterrestrials. That 40 billion is likely too small a number as those are only Earth like planets around the same type of white dwarf star as Sol. Life maybe incrediby diverse and so dwell in a huge continuum of circumstances
