For realism, as we have ideas about the total civilian casualties within general estimates for WW2, and taking into account that while 20% might rise up, as professional soldiers, plus militia, partisans, guerillas, and irregulars, 13% is a more likely figure.

Why? The soldiers came from that 20% as in the above US example. In the sabotage cases, they have been eliminated.

Three problems emerge
1. Minor races cannot have troops, so some have specialized defenses.
2. The civilian casualty minimal rate should probably be scaled at 0.0625 instead of 0.135. That is more historically realistic.
3. The number of just civilians who rise up is far smaller than 20%. Why not halve it to 10%?

What this would do is have far more historically accurate civilian casualties. Of course that is subject to ever increasing lethality of ground invasion forces as they rise to level 7 and above and better subclasses of largely assault ships which are the preferred transport escorts.

Realize that these series of battle engagements are taking place across multiple planets and the lower the population density, the lower the civilian casualties. Some of that is very rural pioneer region with low levels of government organization. The survivors in history would be in these rural areas. Then fleeing refugees evading to those regions.

So based upon WW2 with professional soldiers, you should expect to have a 6.69% casualty or wounded rate so those are largely eliminated from being deployed in the future. Even the wounded have to heal and convelesce. They likely will not largely return to active duty.

So you expect the same or higher when facing active defense and professional soldiers. War is UGLY and soldiers die in some horrifying ways. We're not using bullets and other than Khaorans, largely not using blades. Even then, they are not merciful people.

I think you would be lucky given the extreme lethality of torpedoes and beam weapons to only have such a small percentage. 10% attrition is totally believable with BRUTAL ambushes and massacres where you seriously underestimated how many would die and be wounded and 20-30% casualties will happen. You may get your butts kicked as they cannot retreat...so lose 100%.

Burns in battlefield situations cause massive inability to fight off secondary infections and inability to regulate temperature and there are no provisions for capture and prison camps. You lose...and you are dead.

Not every soldier/astronaut fights too. The current estimate is 10% see actual combat.

If you consider that 10% see combat and of that subset 6.69% die or are wounded, that is a shocking attrition rate. If we go there, then it's just like that Omaha Beach scene in Normandy in Saving Private Ryan and those dogfaces know they got rotten odds.

The origin of the term is difficult to ascertain. According to the recollections of veteran Phillip Leveque:

Perhaps I should explain the derivation of the term "dogface". He lived in "pup tents" and foxholes. We were treated like dogs in training. We had dog tags for identification. The basic story is that wounded soldiers in the Civil War had tags tied to them with string indicating the nature of their wounds. Imagine you are the military commander. You got to decide what is the actual attrition rate of your soldiers that is acceptable vs civilian casualties. Bombardment then becomes a no-brainer. Which of your soldiers are you willing to let die? Likely they are the bravest ones taking risks too.

You as the supreme military commander, at least as the Terrans, want to minimize the deaths of your brave soldier astronauts and terraform like crazy and create inhabited sectors. Not wrest away some other species' inhabited sector, whether a major or minor race.

If there are 1200 inhabitable sectors in a galaxy, then does your empire really need more than 200? What price are you willing to pay in blood?

Diplomacy is not an option for the Omega though they have a decent chance through gifts. They do not want treaties and have to do a roundabout way through gifts that ultimately results in membership. Or be very clever as you will pay a large negative morale subtraction. See the later posts explaining this in the Omega Alliance topic.

The troop unit is anything we label it. And it has offensive and defensive and morale boosting scores. And then similarly each unit can have a list of the military composition within that unit. It just makes it more sensible. And higher level units have superior unit types within and or more armor units or more air support by types or coordination by command personnel.

Maybe advanced units have a very high morale boosting score as they contain engineers doing repairs and they are trying to help the survivors get back on their feet as there are medical personnel with supplies helping the wounded.

War is NOT just destruction, but rebuilding and that has been the paradigm since the Marshall plan.

That morale boost only helps to a maximum of 100 and no further, so in troubled occupation zones, you are rotating out your veteran combat soldiers, and rotating in stability. For the Omega this is done by the mechanism of the "tetroin boost".

The Terrans likely do the above with medical personnel and re-establishing water, electricity, natural gas, fuels, so refrigeration is restored and thirst is mediated and safe to drink, and citizens are not exposed to the elements , and refugee housing exists, etc.

With massive deaths, you have burials so the groundwater is not tainted, and grief support, and appropriate religious rituals, and orphans who are cared for, and lots of complex issues.

You created anarchy by a ground invasion. Refugees are fearful as they face starvation, homelessness, lack of education, concerns about security and their future, disease and infection, etc. That is partially why security forces are there to restore order. You want normalcy, not necessarily a police state. With the Rotharians it likely is the latter.

You totally screwed up their lives so have a moral duty as imposed by your own values and an ethical duty as imposed by your major species and duties as an honorable officer.

Since the AI does not properly invade, and membership is more likely, but the AI does not properly protect its inhabited sectors, then it probably is just wiser to divide up all minor race empires and enfold them into the six empires and build every empire up as a modded version of empires, then have people load that save game.

Or make the minor races strong with massive starting defenses and infrastructure. The perpetual problem is the minor races' economy. If the beta multiplayer let you play as the minor races as well, that might work. That is doubtful.

I can play as all six empires' and build everything up in the beta multiplayer with the former concept, then each player can use those redesigned minor race ships and mix and match torpedo tubes and torpedo styles that way, so each empire would get some portion of minor race space faring ability.

That honestly is a six month long job. The idea of making such a monumental time commitment is daunting. And realistically, how many people will even know it exists? Probably that would be for less than 100 hard core players.

I badly need some shortcuts versus six months of work. If so, then I have time to make more levels of troops. Maybe even configured with specialized minor race troops if each empire has included minor race species. I have this secret wish that minor race troops incorporated into mixed composition troops is how ground battles are won. That is the secret weapon as say you have Brane combat troops in your level 9 army regions.

The Heyoun are weak fighters, and have limited starship composition (no fighters, no cruisers, no heavy cruisers!) and so they suck at conquering. So naturally they spend a fortune remedying this like getting psychopathic Brane mercs to fight with them. They probably chew through other combat troops like a hot knife through butter.

In exchange, the Heyoun max out the Brane home sector so they cannot be conquered ever again. And they turn loose the Brane warriors so they can unleash total carnage, something they could never do on their own.

Heyoun supreme military commander "Come fight for my army regions and I will empower you to be the ultimate warriors of the galaxy."

Even the Khaoran would take that seriously.
